Making the Most of Our Economic
Potential - Looking Beyond the Core Cities
Published in March 2007
Although we have seen a period of sustained growth, significant
differences in regional performance persist. This report
published jointly by CEDOS and CSS takes a fresh look at
regional economic policy and delivery. There is increasing
concern at the Government’s emphasis on ‘core’
cities and city regions, which is inappropriate for many
areas. County regions are as significant as city regions
for the knowledge economy and business clustering.

Performance Indicators for
Local Authority Economic Development
Published in June 2004
CEDOS developed this set of key performance indicators for
its benchmarking service introduced in 2004. The report
was published and distributed widely as part of CEDOS’
commitment to improving local government economic development
services and as a major contribution to achieving a national
set of indicators. Subsequently, in the light of the first
year’s benchmarking and a national PI pilot, the indicators
have been further developed and refined for CEDOS benchmarking
in 2005/06.

Local Government Procurement - Economic
Development, an Action Guide
Published February 2004
Local government procurement is big business. This CEDOS
Action Guide is designed to help economic development practitioners
become involved and to enable their Councils to meet their
obligations under the National Strategy for Local Government
Procurement. The strategy puts new requirements on local
authorities including using procurement to achieve sustainable
economic and community benefit.

Performance Measurement for Local
Authority Economic Development
Published October 2003
CEDOS takes a leading role in developing performance
measurement for local authority economic development activity.
This report covers the first phase of a joint project with
the CSS and includes the findings of detailed research into
key issues such as rural indicators and how to measure jobs
created/safeguarded, costs, and outcomes achieved through
partnership working.

A Toolkit for Evaluating Economic
Development and Regeneration Partnerships

Partnerships are essential to successful economic development
and regeneration but they are time and resource intensive.
It is all too easy to become overloaded in a plethora of
well intentioned but under-achieving partnerships. This
CEDOS toolkit, published in association with IDeA, is an
action guide designed to give local authorities and their
partners an accessible and user-friendly means of evaluating
partnerships to ensure they are outcome-focused, effective
and efficient.
